If you are a highly active, important or influential on-chain actor, you will likely have been whitelisted. Minting is first-come-first served. In total there will be 196 Councillors.

Each Councillor NFT unlocks the next unique piece of the governance puzzle.

A total of 2299 addresses from across the Ethereum ecosystem were whitelisted to be eligible to mint a Councillor NFT, and therefore have a role in Gyroscope governance. Associated with each address is also a weight, with addresses having a weight assigned between 1 and 10, depending on profile.

The following categories were included:

• Key individuals (high profile governance participants from across the ecosystem)

• Key institutions (including clubs such as university clubs)

• Code4Arena addresses (who have submitted more than 8 code audit reports)

• Degenscore members (past governance participants, verified on sybil.org who have a Degenscore above 700)

• POAPs (IC3 POAPs, Devcon I and II and others)

• Snapshot (very active voters)
